BROOKLYN, NY — April 23, 2026 — Assemblymember Stefani L. Zinerman (AD-56) today issued the following statement regarding the incident in Bedford-Stuyvesant yesterday involving the execution of an eviction warrant and subsequent arrests:
“Yesterday’s incident on Jefferson Avenue began with an attempted execution of an eviction warrant by City Marshals, alongside efforts by the Sheriff’s Office to locate Mr. Allman Charrington. As the situation unfolded, NYPD officers were present both to support the Marshals in carrying out the court’s order and to respond as tensions escalated into a physical confrontation during the protest.
We must be clear about the facts. The Attorney General has stated that this case is not being classified as deed theft. At the same time, it involves a complex set of legal issues, including conservatorship proceedings and court-ordered actions, that deserve careful review and public understanding.
What I also know is this: when residents are facing the loss of their homes, regardless of the legal pathway, it is an incredibly painful and destabilizing experience for families and communities. These moments require not only lawful process but humanity, transparency, and de-escalation at every step.
Like thousands of viewers, I watched the video of my neighbors, including Council Member Chi Ossé, being pulled to the ground and placed under arrest. Regardless of the underlying housing dispute, the manner in which individuals were handled by NYPD officers is deeply troubling and demands a full, transparent review. The public deserves clear answers about what happened and why.
This is not just about one elected official—this is about the everyday New Yorkers who experience similar treatment without cameras, without headlines, and without accountability. Every resident deserves to be treated with dignity and respect, especially in moments of crisis. I expect the NYPD and City Hall to fully account for what occurred.
At the same time, we cannot ignore the broader reality in Central Brooklyn. Deed theft and predatory property practices continue to displace Black, Brown, and elderly homeowners at an alarming rate. While this case may not meet that legal definition, it underscores how vulnerable families can become when navigating complex property, legal, and guardianship systems without sufficient support.
That is why I continue to advance legislation in Albany, including the Homeowner Fraud Protection Act and efforts to designate all of Kings County as a cease-and-desist zone to shut down predatory solicitation pipelines. These protections are urgently needed to prevent exploitation before families reach crisis points like this.
