New York’s Cannabis Control Board has approved 32 new adult-use cannabis licenses as the state continues expanding its legal cannabis market. The latest approvals include cultivators, distributors, microbusinesses, processors, retail dispensaries and branding licensees, reflecting continued movement across the state’s cannabis supply chain.

New York State Cannabis Control Board Approves 32 New Adult-Use Licenses as Market Continues to Scale Statewide
LONG ISLAND, NY — The New York State Cannabis Control Board approved 32 new adult-use licenses alongside a significant volume of renewals, amendments, and ongoing regulatory actions shaping the next phase of the state’s rollout.
As more cannabis businesses come on board and others transition into full operation, the market is showing signs of increased stability — with broader geographic access, more mature operators, and continued movement across the supply chain.
“Growth at this stage isn’t just about adding licenses, it’s about building a stable and sustainable market as more operators come online,” said John Kagia, Acting Executive Director of the Office of Cannabis Management. “We’re seeing real progress in how businesses are ramping, how the supply chain is functioning, and how the market is starting to normalize across regions.”
Adult-Use License Approvals
The Board approved 32 new adult-use cannabis licenses, bringing the total number of adult use licenses issued statewide to 2,259.

“We’re continuing to move the market forward in a way that reflects where it is today, not just adding new licenses, but supporting businesses as they operate and grow,” said Jessica García, Chair of the Cannabis Control Board. “Our focus is on making sure that progress remains steady, consistent, and grounded in the standards that define New York’s cannabis program.”
Cannabis Showcase Events
The Office also announced that Cannabis Showcase Event (CSE) applications opened on May 4. These events allow licensed adult-use dispensaries to partner with cultivators and processors to showcase and sell cannabis products at approved off-site locations, including pop-ups, farmers’ markets, and public markets.
To participate, licensees must meet key requirements, including securing municipal approval, submitting applications at least 45 days in advance of the event, and ensuring all events operate within New York’s regulatory framework.

Cannabis NYC Loan Fund
The Board also highlighted updates to the Cannabis NYC Loan Fund, following the announcement from the NYC Department of Small Business Services (SBS) and NYC Economic Development Corporation (NYCEDC)that applications are now open for Phase 2 of the program. Originally launched in 2024, the Fund is designed to reduce barriers to entry for cannabis businesses that face challenges accessing capital through traditional lending institutions and to advance a more equitable industry across New York City.
Phase 2 expands eligibility beyond Conditional Adult-Use Retail Dispensary (CAURD) licensees to include additional licensed adult-use cannabis businesses operating in New York City, doubling the pool of eligible applicants to more than 540 licensees. The program also increases available funding, with loans of up to $500,000 available to qualifying businesses, compared to up to $100,000 in Phase 1. Market and Social and Economic Equity Update
At the May 7 Board meeting, the CCB considered 32 adult-use applications for licensure, 87 adult-use renewals, 20 CAURD renewals, 28 license amendments, and 1 CAURD application for licensure.

348 Conditional Adult-Use Retail Dispensaries
Of all adult-use licenses statewide, 56 percent have been awarded to SEE applicants. In addition, the state has issued 348 CAURD licensees.
New York’s cannabis market continues to demonstrate strong performance in 2026, with more than $553 million in adult-use sales recorded year-to-date through April and over 3.28 billion in total program sales since launch. Average daily sales have steadily increased month-over-month, signaling sustained consumer demand as the market expands. The market also saw record activity around the 4/20 holiday, generating approximately $37.9 million sales for the week, a 20 percent increase over 2025, with single day sales reaching $8.6 million. As store counts continue to rise statewide, sales per location have remained stable, showcasing an increasingly competitive marketplace.
“These figures reflect a market that continues to expand while maintaining a clear focus on equity,” said Simone Washington, Chief Equity Officer of the Office of Cannabis Management. “The Office’s priority is ensuring that SEE participation remains strong across license types and that businesses have the support and clarity needed to sustain long-term success.”
Among the 32 adult-use applications recommended for approval at today’s meeting,
11 representing approximately 36 percent are SEE applicants. This cohort includes Community Disproportionately Impacted (CDI), minority-owned, and women-owned businesses, with representation across cultivation, processing, and retail. To date, there are now more than 655 legal dispensaries open for business across New York State, reflecting continued growth in access for consumers and opportunities for licensed operators.
