DCAS AND NYC HEALTH + HOSPITALS CELEBRATETHE COMPLETION OF $8.2 MILLION ENERGY EFFICIENCY UPGRADE
The NYC Department of Citywide Administrative Services (DCAS) and NYC Health + Hospitals (H+H) have completed a significant energy efficiency upgrade at NYC Health + Hospitals/Queens. The project is a key step in both agencies' ongoing efforts to reduce energy consumption and greenhouse gas emissions while enhancing infrastructure sustainability.
Major Milestone in Sustainable Healthcare
These upgrades, which focus on the hospital’s heating, ventilation, and air conditioning (HVAC) systems, aim to create a healthier environment for patients and staff and establish the facility as a model of energy-efficient healthcare.

Significant Environmental and Financial Impact
The $8.2 million project is expected to yield impressive results:
- Electricity savings: 1.4 million kWh annually.
- Natural gas savings: 218,000 therms annually.
- Greenhouse gas reduction: Approximately 1,500 metric tons of CO2e per year, equivalent to removing over 300 cars from the road.
- Cost savings: Over $400,000 annually in energy expenses.
“This upgrade is a vital step in our push toward a sustainable, climate-resilient New York City,” said DCAS Commissioner Louis A. Molina. “It reflects our commitment to improving healthcare facilities while shaping a greener future.”

Innovations in Hospital Operations
Key improvements at NYC Health + Hospitals/Queens include:
- Installation of an advanced chiller plant optimization system.
- Upgrades to modern exterior lighting systems.
- Introduction of Wi-Fi-enabled window AC systems.
- Boiler burner control enhancements.
- Installation of a heat pump domestic water heater to electrify thermal loads and improve energy efficiency.
“These upgrades empower Queens Hospital to deliver high-quality care while significantly reducing our carbon footprint,” said Neil J. Moore, CEO of NYC Health + Hospitals/Queens.

Collaborative Efforts Driving Results
The project was funded primarily by DCAS’ Division of Energy Management, which provided $6 million and technical support. This initiative aligns with the City’s mandate to reduce emissions by 50% by 2030, a target supported by the Accelerated Conservation and Efficiency (ACE) Program.
“Projects like this are essential for meeting our emission reduction goals and fostering healthier communities,” said Sana Barakat, DCAS Deputy Commissioner of Energy Management.
A Greener Future for NYC
This upgrade is part of a broader citywide effort to decarbonize municipal buildings. Over the past decade, DCAS and its partners have completed more than 14,000 energy conservation projects, saving $128 million annually and cutting 372,000 metric tons of CO2e—an impact comparable to removing 80,000 cars from the road.
The Queens Hospital project underscores NYC’s dedication to sustainable innovation, creating a healthier and more energy-efficient future for all.
