New York City’s Congestion Pricing Program, launching January 5, 2025, aims to reduce traffic and improve air quality in Manhattan’s busiest areas. Vehicles will be charged fees to enter the Congestion Relief Zone, which includes Manhattan streets below 60th Street. Revenue generated will go toward public transit improvements

Toll Rates

Passenger Vehicles:

     •           Peak Hours (Weekdays 5 a.m. to 9 p.m.; Weekends 9 a.m. to 9 p.m.): $9 per entry with EZ-Pass, $13.50 without EZ-Pass

     •           Off-Peak Hours: $2.25 per entry with EZ-Pass, $3.30 without EZ-Pass

Trucks:

     •           Rates range from $14.40 to $21.60 during peak hours, depending on size.

These tolls are in addition to any existing bridge or tunnel fees.

Entry Points and Affected Bridges

The Congestion Relief Zone applies to all Manhattan streets at or below 60th Street.

Bridges and Tunnels with Existing Tolls:

     •           Tunnels:

             •    Hugh L. Carey (Brooklyn-Battery) Tunnel

             •    Queens-Midtown Tunnel

Brooklyn Bridge to FDR Drive: Do You Pay?

Driving over the Brooklyn Bridge and directly onto the FDR Drive heading uptown does not incur a congestion fee, provided you do not exit the FDR onto local streets below 60th Street. If you exit at 61st St or above there are no fees, as long as you do not go back downtown on local streets.  If you take local streets after you get off the exits and go downtown below 60th St. you will pay a fee,

        1.      Congestion Zone Coverage: The fee applies to local Manhattan streets, not through-routes like the FDR Drive.

        2.      Through-Traffic Exemption: Vehicles using the Brooklyn Bridge and continuing directly onto the FDR northbound without stopping or exiting are exempt.
