A Major Step Forward for Broadway Junction: Herkimer-Williams Enters ULURP

For years, East New York residents have called for more affordable housing, public space, and economic opportunity right in their own neighborhood. Now, that collective vision is moving forward: the Herkimer-Williams mixed-use development has officially entered the city’s Uniform Land Use Review Procedure (ULURP), a key milestone that brings the project closer to reality.

Set to revitalize a two-acre site near Broadway Junction, Herkimer-Williams aims to deliver on what neighbors have consistently asked for: more housing, more jobs, and more vibrant, welcoming public space. The proposal includes up to 1,000 units of affordable housing, new open space including a public plaza, and up to 85,000 square feet designated for an anchor institution such as a local university, CUNY, or workforce training provider to support long-term community needs.

This plan reflects years of direct input from East New Yorkers. Community members helped shape priorities through workshops, surveys, public, and stakeholder meetings, leading to major updates like preserving Herkimer Street with pedestrian-friendly enhancements; reducing building heights; increasing open space to 25,000 square feet, including coordination with surrounding public infrastructure improvements; and revising retail and commercial layouts to better support local businesses.

The momentum comes at a pivotal moment for the area. Just blocks away, Mayor Adams recently opened 2440 Fulton Street, a 400,000-square-foot commercial development that will be home to more than 1,000 city workers. And more than $500 million in public infrastructure improvements are underway at Broadway Junction station and the surrounding area.
