20 Affordable Apartments Available at New Downtown Brooklyn Development Through NYC Housing Lottery

BROOKLYN, NY — New Yorkers searching for affordable housing in Downtown Brooklyn have a limited-time opportunity to apply for 20 income-restricted apartments at the newly developed 165 Willoughby Street Apartments. The application period is currently open through the NYC Housing Lottery, with the lottery scheduled to close on June 29, 2026.

Located in the heart of Downtown Brooklyn, 165 Willoughby Street offers residents modern living within one of New York City's fastest-growing residential and business districts. The development is situated near major transit options, employment centers, cultural institutions, shopping destinations, restaurants and entertainment venues, providing convenient access to everything the neighborhood has to offer.

The affordable housing opportunity includes five studio apartments renting for $2,063 per month and 15 two-bedroom apartments renting for $2,616 per month. Eligible households must meet income requirements ranging from approximately $75,669 to $146,560 annually, depending on household size and apartment type. The apartments are available through New York City's Inclusionary Housing Program and are expected to receive tax benefits through the 485-X Tax Incentive Program administered by the New York City Department of Housing Preservation and Development.

Each apartment is designed with contemporary finishes and features that are increasingly sought after by renters. Homes include in-unit washers and dryers, dishwashers, high-end kitchen appliances, premium countertops and finishes, air conditioning, and smart heating and cooling controls. Hot water is included in the rent, while tenants are responsible for electricity, including electric heat and cooking.
