New York State Assemblywoman Nikki Lucas is seeking additional legislative backing for a proposal that would give shoppers a 10% discount when using self-checkout at grocery and retailers. Her legislation, Assembly Bill A11501, would require retailers offering self-service checkout to reduce customers' purchase totals. Lucas is encouraging fellow Assembly members to co-sponsor the measure while seeking a Senate sponsor to advance companion legislation. The Brooklyn lawmaker says growing public interest reflects concerns about grocery affordability and the responsibilities customers assume at self-checkout stations. The proposal remains pending and would require legislative approval before becoming law.

Assemblywoman Nikki Lucas Calls on Her Colleagues in Albany to Turn Public Support Into Law for Her 10% Self-Checkout Discount Bill

As support reaches across NYC and the nation, Assemblywoman Lucas seeks Assembly co-sponsors and a Senate partner for legislation introduced as part of her Affordability Plan for New Yorkers.

Assemblywoman Nikki Lucas, who represents the 60th Assembly District (East New York, Starrett City, Brownsville, Canarsie) is calling on her colleagues in the New York State Assembly and Senate to help turn public enthusiasm for her 10% self-checkout discount bill into legislative action, saying New Yorkers deserve meaningful savings when they do the work of scanning and bagging their own purchases.

Assemblywoman Lucas developed and introduced Assembly Bill A11501 as part of her Affordability Plan for New Yorkers. Introduced on May 28, 2026, before the close of the legislative session, the bill would require supermarkets, grocery stores and other retailers offering self-checkout to reduce the price of goods purchased through those kiosks by 10%.

Assemblywoman Lucas says the response from New Yorkers throughout the five boroughs, along with encouragement from people across the country, has reinforced the need to move the proposal forward. As she prepares to return to Albany, she will seek a Senate sponsor to introduce companion legislation and urge Assembly members throughout the state to join her bill.

“The excitement around this bill tells me that people understand exactly what we are trying to accomplish,” said Assemblywoman Lucas. “They are scanning their own groceries, bagging their own purchases and doing work that stores once paid employees to do. They believe they should share in the savings, and I agree.”

“At Children of Promise, NYC, we serve children impacted by parental incarceration and the dedicated caregivers who step in to provide stability, love, and support, often while navigating significant financial challenges,” said Sharon Content, Founder and President of Children of Promise, NYC.“Assemblywoman Nikki Lucas’ proposed 10% self-checkout discount would provide meaningful relief to these families, putting much-needed dollars back into their households to help caregivers stretch their budgets and ensure that the children in their care have the resources they need to thrive.”

Assemblywoman Lucas also addressed confusion surrounding the proposal’s origins, including instances in which supporters of Zohran Mamdani have mistakenly credited him with the legislation. A11501 was introduced by Assemblywoman Lucas and is a New York State bill, rather than a New York City Council measure or a proposal introduced by Mamdani.

“I have seen some Mamdani supporters give him credit for this bill, and I welcome their enthusiasm for the idea,” Assemblywoman Lucas said. “I created and introduced this legislation as part of my Affordability Plan for New Yorkers. But my priority is getting it passed so people can save money. If you support the proposal, I want you working with us to make it a reality.”

Assemblywoman Lucas said that enthusiasm offers an opportunity to bring New Yorkers together around a specific affordability measure.

“Whether you support Mamdani, another elected official or no political figure at all, your grocery bill still comes due,” Assemblywoman Lucas said. “The support this proposal is receiving across different communities is good for our city. Now we need to bring that same energy to the State Legislature, where this bill can become law.”

“The next step is turning that public support into support in Albany,” Assemblywoman Lucas continued. “I am asking my Assembly colleagues throughout New York State to join me on this bill. We have an opportunity to give New Yorkers a tangible benefit every time they use self-checkout at a food retailer.”

Under the proposal, a qualifying $100 purchase would cost $90 at self-checkout. Assemblywoman Lucas said those savings would give households another way to stretch their grocery budgets.

Pam Lockley a senior, living in the district shared, “ For seniors like myself who live on a fixed income, every dollar makes a difference. Between groceries, medication, and other everyday expenses, we have to be mindful of how we spend our money. A 10% discount at self-checkout may seem small to some, but those savings add up over time. I appreciate Assemblywoman Lucas for recognizing the financial challenges seniors face and proposing a practical way to help us stretch our dollars.”

“Ten dollars back on a $100 purchase matters when you are trying to make your paycheck last,” Assemblywoman Lucas said. “For a parent buying groceries, a senior living on a fixed income or a working person watching every dollar, that is money they can put toward another necessity. My Affordability Plan for New Yorkers is about finding practical ways to ease those everyday pressures.”

Assemblywoman Lucas recently released a video explaining why she introduced the legislation and why customers should receive financial benefit when retailers shift checkout responsibilities onto them. She is encouraging supporters to share the video and contact their state Assembly members and senators to ask them to support the proposal.

"I created and introduced this legislation as part of my Affordability Plan for New Yorkers and I am happy to see many supporters of Mayor Mamdani applauding these efforts but my priority is getting it passed so people can save money. If you support the proposal, I want you working with us to make it a reality.”  This type of enthusiasm offers an opportunity to bring New Yorkers together around a specific affordability measure that impacts every family..

“Families in Brooklyn and families across New York State are looking for relief,” Assemblywoman Lucas said. “I am ready to work with colleagues from every region to advance this legislation. New Yorkers are showing us that they want it. Now we have to do the work in Albany to deliver.”

As the head of my household, I know what it means to make every penny count. Grocery shopping is no longer just about buying what your family needs; it’s about figuring out what you can afford. When you’re responsible for putting food on the table, even a few dollars in savings can make a real difference said homeowner Evelyn Holder, A 10% discount at self-checkout would provide some much needed relief, especially for families already struggling to keep up with the cost of living. I commend Assemblywoman Lucas for putting forward a proposal that recognizes the everyday financial pressures working families face and offers a practical way to ease that burden.

Supporters can review Assembly Bill A11501 and contact their New York State Assembly member and state senator to urge support for Assemblywoman Lucas’s 10% self-checkout discount proposal.
